WASHINGTON — The Director of Central Intelligence told Congress today that third-world countries were expanding their ability to make ballistic missiles and chemical weapons despite Western efforts to curb the spread of such arms.
The Director, William H. Webster, told the Senate Governmental Affairs Committee that at least 15 third-world nations would be producing their own ballistic missiles by the year 2000.
Mr. Webster also said that at least 20 nations already have the ability to make chemical weapons. Mr. Webster said the United States expects the ranks of chemical-weapon producers to grow ”despite ongoing multilateral efforts to stop their proliferation.”
Mr. Webster’s testimony comes at a time of growing concern in Congress and the Bush Administration over the spread of ballistic missiles and chemical and biological weapons. Republican Senators have introduced legislation that would apply sanctions to foreign companies that knowingly help third-world countries develop chemical weapons. Bush Position Isn’t Clear
Mr. Webster said the Bush Administration had not yet decided whether to support such legislation. In response to a question, he said such legislation could help deter foreign companies from spreading chemical and biological weapons. He said companies in Western Europe have played a vital role in helping Iraq, Syria, Iran and Libya develop chemical weapons.

Biological weapons may expose workers to bacteria, viruses, or toxins as fine airborne particles. Decontamination by removing clothes and flushing or showering with water is the most expedient and the most practical method. Disrobing and showering meets all the purposes and principles of decontamination. Wetting down psersonnel as they start to disrobe speeds up the decontamination process and is recommended for decontaminating biological or radiological casualties.
