Depleted uranium (DU) weaponry meets the definition of weapon of mass destruction in two out of three categories under U.S. Federal Code Title 50 Chapter 40 Section 2302.

DU weaponry violates all international treaties and agreements, Hague and Geneva war conventions, the 1925 Geneva gas protocol, U.S. laws and U.S. military law.

Since 1991, the U.S. has released the radioactive atomicity equivalent of at least 400,000 Nagasaki bombs into the global atmosphere. That is 10 times the amount released during atmospheric testing which was the equivalent of 40,000 Hiroshima bombs. The U.S. has permanently contaminated the global atmosphere with radioactive pollution having a half-life of 2.5 billion years.

The U.S. has illegally conducted four nuclear wars in Yugoslavia, Afghanistan and twice in Iraq since 1991, calling DU “conventional” weapons when in fact they are nuclear weapons.
DU on the battlefield has three effects on living systems: it is a heavy metal “chemical” poison, a “radioactive” poison and has a “particulate” effect due to the very tiny size of the particles that are 0.1 microns and smaller.
The blueprint for DU weaponry is a 1943 Manhattan Project memo to Gen. L. Groves that recommended development of radioactive materials as poison gas weapons – dirty bombs, dirty missiles and dirty bullets.

DU weapons are very effective kinetic energy penetrators, but even more effective bioweapons since uranium has a strong chemical affinity for phosphate structures concentrated in DNA.

DU is the Trojan Horse of nuclear war – it keeps giving and keeps killing. There is no way to clean it up, and no way to turn it off because it continues to decay into other radioactive isotopes in over 20 steps.

Terry Jemison at the U.S. Department of Veterans Affairs stated in August 2004 that over 518,000 Gulf-era veterans (14-year period) are now on medical disability, and that 7,039 were wounded on the battlefield in that same period. Over 500,000 U.S. veterans are homeless.

In some studies of soldiers who had normal babies before the war, 67 percent of the post-war babies are born with severe birth defects – missing brains, eyes, organs, legs and arms, and blood diseases.

In southern Iraq, scientists are reporting five times higher levels of gamma radiation in the air, which increases the radioactive body burden daily of inhabitants. In fact, Iraq, Yugoslavia and Afghanistan are uninhabitable.

Cancer starts with one alpha particle under the right conditions. One gram of DU is the size of a period in this sentence and releases 12,000 alpha particles per second.

The center of Israel’s weapons program is the Negev Nuclear Research Center near the desert town of Dimona (the center is usually identified simply as “Dimona”). A nuclear reactor and plutonium production facility was built by France at this facility in the late 1950s and early 60s. All of the production and fabrication of special nuclear materials (plutonium, lithium-6 deuteride, and enriched and unenriched uranium) occurs at Dimona although the design and assembly of nuclear weapons occurs elsewhere.

The Dimona complex has nine buildings (”Machons”, Hebrew for “facility”). The plant employs 2700 people.

Machon 1 is the reactor building with its 60 foot silver dome.
Machon 2 is where Vanunu worked, along 150 other people. From outside, Machon 2 is a nondescript two story windowless building 80 feet wide and 200 feet long. The above-ground structure houses an air filtration plant, some offices, storage space, and a worker’s canteen. Also in the structure is the entrance to limited access elevators that transport people to the six underground levels, extending eightly feet below the surface. This hidden area houses an automated Purex plutonium separation plant, plutonium fabrication and reclamation shops, and fabrication shops for bomb components made out of lithium deuteride and beryllium. The separation plant is housed in a production hall (called “The Tunnel” that occupies the first four levels. Level 5 is the fabrication area for plutonium, lithium deuteride, and beryllium. The Tunnel normally operates one 34 week long “production campaign” each year, being closed for servicing and refurbishment the rest of the year.
Machon 3 is a chemical plant that produces lithium-6 deuteride and also processes natural uranium and fabricates reactor fuel rods.
Machon 4 is a waste treatment plant for the radioactive effluent from the plutonium extraction process in Machon 2 . This plant presumably converts the waste products for convenient disposal, and may also separate the uranium for reuse.
Machon 5 coats the uranium fuel rodes with aluminum.
Machon 6 is the physical plant for Dimona, providing power and other services.
Machon 8 (there is no Machon 7) contains a laboratory for testing and process development. This building houses Unit 840, which operates gas centrifuges for enriching uranium.
Machon 9 houses a laser isotope enrichment plant, also for enriching uranium.
Machon 10 produces depleted uranium metal for anti-armor ammunition use.

France has never ratified the Partial Test Ban Treaty, giving it the capability to conduct nuclear tests. However, it has signed the Comprehensive Test Ban Treaty. On 28 January 1996 then-President Jacques Chirac said the French military would not conduct any more nuclear tests. France denies currently having chemical weapons, ratified the chemical weapons Convention (CWC) in 1995, and acceded to the Biological and Toxin Weapons Convention (BWC) in 1984. France had also ratified the Geneva Protocol in 1926.

The Guardian, Tuesday 22 November 2005: …there is hard evidence that white phosphorus was deployed as a weapon against combatants in Falluja. As the Guardian revealed last Tuesday, US infantry officers confessed that they had used it to flush out insurgents. A Pentagon spokesman told the BBC that white phosphorus “was used as an incendiary weapon against enemy combatants”. He claimed “it is not a chemical weapon. They are not outlawed or illegal.” This denial has been accepted by most of the mainstream media.
UN conventions, the Times said, “ban its use on civilian but not military targets”. But the word “civilian” does not occur in the chemical weapons convention. The use of the toxic properties of a chemical as a weapon is illegal, whoever the target is.

The Pentagon argues that white phosphorus burns people, rather than poisoning them, and is covered only by the protocol on incendiary weapons, which the US has not signed.
But white phosphorus is both incendiary and toxic. The gas it produces attacks the mucous membranes, the eyes and the lungs. As Peter Kaiser of the Organisation for the Prohibition of Chemical Weapons told the BBC last week: “If … the toxic properties of white phosphorus, the caustic properties, are specifically intended to be used as a weapon, that of course is prohibited, because … any chemicals used against humans or animals that cause harm or death through the toxic properties of the chemical are considered chemical weapons.”

The US army knows that its use as a weapon is illegal. In the Battle Book, published by the US Command and General Staff College at Fort Leavenworth, Kansas, a correspondent David Traynier found the following sentence: “It is against the law of warfare to employ WP against personnel targets.”

The blogger Gabriele Zamparini found a declassified document from the US department of defence, dated April 1991, and titled “Possible use of phosphorus chemical”. “During the brutal crackdown that followed the Kurdish uprising,” it alleges, “Iraqi forces loyal to President Saddam may have possibly used white phosphorus (WP) chemical weapons against Kurdish rebels and the populace in Erbil … and Dohuk provinces, Iraq. The WP chemical was delivered by artillery rounds and helicopter gunships … These reports of possible WP chemical weapon attacks spread quickly … hundreds of thousands of Kurds fled from these two areas.” The Pentagon is in no doubt, in other words, that white phosphorus is an illegal chemical weapon.

The insurgents, of course, would be just as dead today if they were killed by other means. So does it matter if chemical weapons were mixed with other munitions? It does. Anyone who has seen those photos of the lines of blind veterans at the remembrance services for the first world war will surely understand the point of international law, and the dangers of undermining it.

The marines treated Falluja as if its only inhabitants were fighters. They levelled thousands of buildings, illegally denied access to the Iraqi Red Crescent and, according to the UN’s special rapporteur, used “hunger and deprivation of water as a weapon of war against the civilian population”.

An assault weapon the marines were using had been armed with warheads containing “about 35% thermobaric novel explosive (NE) and 65% standard high explosive”. They deployed it “to cause the roof to collapse and crush the insurgents fortified inside interior rooms”. It was used repeatedly: “The expenditure of explosives clearing houses was enormous.”

An article published in the Gazette in 2000 details the effects of their use by the Russians in Grozny. Thermobaric, or “fuel-air” weapons, it says, form a cloud of volatile gases or finely powdered explosives. “This cloud is then ignited and the subsequent fireball sears the surrounding area while consuming the oxygen. The lack of oxygen creates an enormous overpressure … Personnel under the cloud are literally crushed to death. Outside the cloud area, the blast wave travels at some 3,000 metres per second … As a result, a fuel-air explosive can have the effect of a tactical nuclear weapon without residual radiation … Those personnel caught directly under the aerosol cloud will die from the flame or overpressure. For those on the periphery of the strike, the injuries can be severe. Burns, broken bones, contusions from flying debris and blindness may result. Further, the crushing injuries from the overpressure can create air embolism within blood vessels, concussions, multiple internal haemorrhages in the liver and spleen, collapsed lungs, rupture of the eardrums and displacement of the eyes from their sockets.” It is hard to see how you could use these weapons in Falluja without killing civilians.

WASHINGTON, (7/12/10) – Eight more homeland response force units will be established in fiscal year 2012, Defense Department and National Guard Bureau officials said here today.

The units are regional forces that will cross state lines when needed. They are part of a restructuring of the nation’s chemical, biological, radiological, nuclear and high-yield explosive consequence management enterprise.

Massachusetts (supported by Connecticut and Vermont), New York (supported by New Jersey), Pennsylvania, Georgia, Texas, Missouri, Utah and California each will host a homeland response force unit.

One unit will be based in each of the 10 Federal Emergency Management Agency regions. The units are scheduled to have 570 Guardsmen, and each will have a medical team, a search and extraction team, a decontamination team and very robust command and control capabilities, officials said.

The units are arranged in such a way that they will be able to drive to the site of an event within 12 hours, which represents a dramatic improvement in response time and life-saving capability to the previous construct, Guard officials said.

The units will be key elements of the new Defense Department chemical, biological, radiological, nuclear and high-yield explosive consequence management enterprise. The enterprise also will include a defense CBRNE Response Force, two consequence-management command and control elements, 57 weapons of mass destruction civil support teams and 17 CBRNE-enhanced response force packages.

When not deployed for consequence-management operations, unit personnel will focus on planning, training, and exercising at the regional level.

The forces are part of a larger reorganization of the Defense Department’s domestic consequence management enterprise recommended in the 2010 Quadrennial Defense Review.

This reorganization will ensure DoD has a robust ability to respond rapidly to domestic CBRNE incidents while recognizing the primary role that the governors play in controlling the response to incidents that occur in their states, Guard officials said.

Also, the Department has selected Puerto Rico, Wisconsin, Louisiana, Kentucky, Nevada, Oregon, and Maine (supported by New Hampshire and Rhode Island) to replace existing CERFPs that will evolve into HRFs. On June 3, DoD announced Indiana and Alabama as the hosts for two additional CERFPs to replace the Ohio and Washington CERFPs that will evolve into HRFs in FY11.

CERFPs are composed of existing National Guard units that are trained to respond to a weapons of mass destruction incident. The CERFP capabilities include: locating and extracting victims from a contaminated environment, performing mass patient/casualty decontamination, and providing medical treatment as necessary to stabilize patients for evacuation.

White phosphorus ‘burns to the bone’

It causes skin to melt away from the bone and can break down a victim’s jawbone, but white phosphorus – known in Vietnam as Willie Pete – is still used by sections of the world’s military.

Similar to Napalm, the chemical substance is used in shells and grenades, igniting spontaneously at around 30C to produce an intense heat and thick pillars of smoke.

“These weapons are particularly nasty because white phosphorus continues to burn until it disappears. If service members are hit by pieces of white phosphorus, it could burn right down to the bone.”

While the use of the material is not specifically banned, it is covered by Protocol III of the 1980 Convention on Conventional Weapons, which prohibits use of the substance as an incendiary weapon against civilian populations and in air attacks against military forces in civilian areas.

Though the UK and 80 other countries are signatories to protocol III, the United States is not.
